According to the rules of the Election Commission Bhutan, all religious institutions, including the country's roughly 20,000 monks and lay monks, have to be apolitical and are not allowed to vote. The importance of religion and religious practitioners is not comparable in the West. Almost everything in Bhutan has a spiritual connection. Perhaps understandably, the ECB fears that this influence would be too powerful for the public to handle.
