Tijuana, Baja California, MX, Oct. 14, 2007 - A view from a burned out house next to the border fence, two women walk past on their way home home from church, in the Otay section of Tijuana. Otay is one of the poorest neighborhoods, but is more self sufficient and has less crime and drugs than other parts of the city. However, the U.S. Border Patrol says that this area is one of the more popular crossings in the area.
