City Police Chief Carlos Maldonado works in his office on August 19, 2010 in Laredo, Texas. Maldonado's has been beefing up its force to deal with the possibility of spillover violence, but crime remains relatively low with only six murders this year. City officials say negative attitudes about the city's more dangerous sister Nuevo Laredo have kept tourists from coming and effected the over all economics of the town.
