Los Angeles, California, March 1, 2010 - Victor Maldonado checks a container he has just loaded with soybean meal destined for Japan at the Los Angeles Harbor Grain Terminal.  The meal, which is a fine powder, is dropped onto a conveyer belt from the rail car. The conveyer than moves it into a machine that blows it into a container. A decline in U.S. consumption has left exports short of a good exit strategy. In 2009, imports fell 28%.
