Quadriplegic Francisco Godoy uses his computer at his Sacramento, CA home January 22, 2010. Francisco needs around-the-clock care from Teresita, his ex-wife who also lives with him and In Home Supportive Services (IHSS) caregiver. The state pays Teresita for 283 hours per month, at $10.40/hour. Gov.
