The high, arid landscape dividing these two frontier towns serves as a major portal for undocumented immigrants as well as a thoroughfare for human and drug trafficking. The Bush administration approved 2.7 billion dollars for the construction of a fence along the 2000 mile border area. The fence is not contiguous and, at many points, shows obvious signs that it serves only as a hurdle not as a roadblock. The Obama administration has yet to decide whether it will complete construction of the fence which, even according to its mandate, will not bridge the entire border, rather covering urban and high-traffic areas. .
