In Home Supportive Services (IHSS) client, quadriplegic Francisco Godoy is lifted into bed in his Sacramento, CA home January 22, 2010. Francisco needs around-the-clock care from Teresita, his ex-wife who also lives with him. The state pays Teresita for 283 hours per month, at $10.40/hour. Gov.
