Water on the Spokane River at Post Falls Idaho, is discharged out of the rarely used third channel of the Post Falls Dam, as officials try to avert flooding on Lake Coeur D Alene.  Kootenai County declared a state of emergency as record temperatures melt snowpack at a high rate of speed. May 17, 2008.
